Before you can clear your first shipment at the Freeport of Monrovia, you must be recognized as a legal trading entity by the government of Liberia. The process of registering as an importer is a multi-agency operation that requires precision and the correct administrative order.
The first step is to register your business with the Liberia Business Registry (LBR). You must specify your business category as "Import/Export" to ensure your articles of incorporation permit international trade. This registration is updated annually.
Upon registration, the LRA will issue you a Tax Identification Number (TIN). This number is your primary identifier in the customs ASYCUDA system. You cannot file a Bill of Entry or pay duties without an active and valid TIN.
Specific goods require additional licensing from the Ministry of Commerce. This includes staples like rice, cement, and petroleum products. For most other goods, you will simply need to register as a general importer to enable your IPD (Import Permit Declaration) filings.
